Abstract

The objectives of this study are: 1) To formulate and determine external (opportunities and threats) and internal (strengths and weaknesses) factors of the Yogyakarta Regional Police's HR Bureau. 2) To formulate and know to formulate the preferred strategy according to the SWOT analysis. 3) To formulate and know how to implement the strategy so that the performance of the Yogyakarta Regional Police's HR Bureau can increase. Data analysis using SWOT analysis (Strength, Weakness, Opportunity, Threat). The results of the research are: 1) External factors (opportunities and threats) and internal (strengths and weaknesses) of the Yogyakarta Regional Police HR Bureau are external factors for opportunities consisting of government support, education and development of members, and high interest in registering Polri members; Treats consisted of negative issues in the recruitment process, complicated and difficult recruitment mechanisms, high workloads on internal factors for strength (strenghts) consisting of a strategic plan program for the Yogyakarta Regional Police HR bureau in 2019, the level of public trust high, the police have high discipline and hierarchy to leadership, weaknesses consist of programs not being implemented optimally, convoluted bureaucracy, and lack of human resources with special competencies. 2) The formulation of the chosen strategy according to the SWOT analysis is the position of the Yogyakarta Regional Police's HR Bureau is in Quadrant II, a position that greatly uses existing strengths to overcome threats. 3) Implement this strategy so that the performance of the Yogyakarta Regional Police's HR Bureau can improve is to collaborate between the DIY Regional Police and related parties in developing HR diversification, because the DIY Regional Police HR Bureau is an institution that is related to the community, the DIY Polda must collaborate so that the DIY Regional Police know what problems are being faced.
