Abstract
The objectives of this study are: 1) To identify the factors that cause the performance of the Directorate of Water and Air Police of the Yogyakarta Regional Police is not optimal. 2) To formulate a strategy that is carried out so that the performance of the Directorate of Water and Air Police of the Yogyakarta Regional Police in handling marine crimes can be optimal. The data method used in the data analysis of the research results is descriptive qualitative and SWOT analysis. The results showed that: 1) The factors that cause the performance of the Directorate of Water and Air Police of the Yogyakarta Regional Police are not yet optimal are the lack of the number of Ditpolair civil servants, the mental weakness and behavior of Ditpolair personnel in facing all situations, both personal problems, conditions in the field and discipline affect the implementation of routine tasks and success in carry out its duties; The minimal role of the community in assisting the implementation of Polair's functions hinders the establishment of good cooperation in the field of developing the strength of the Polair function; 2) The strategy that is carried out so that the performance of the Directorate of Water and Air Police of the Regional Police of D.I. Yogyakarta in handling marine crimes can be optimal is Quadrant III, which is an institution facing enormous market opportunities, but on the other hand it faces several internal constraints / weaknesses. The focus of this strategy is to minimize the company's internal problems so that it can seize a better market (turn around). (Rangkuti 2003). The strategy implemented is the number of guards, escorts and patrols of security in the water area have been implemented properly, Ditpolairud Polda Yogyakarta has tried to carry out guarding, escorting and patrols without any obstacles in carrying out tasks, achieving indicators for the number of resolutions of marine crimes have been carried out properly. Ditpolairud Polda Yogyakarta Yogyakarta has tried to avoid criminal acts in the waters by searching and not having problems in their duties, improving facilities and infrastructure.
