Abstract

Human resources (HR) is the most important asset that any company or organization has, because every activity and activity involves HR. However, the capabilities and knowledge possessed by HR are basically limited so that a strategic concept is needed in human resource management. Every company or organization must use a different strategy. The strategy aims to carry out programs that are directed to always be effective in achieving company goals and of course expect the achievement of high productivity. The role of human resource strategy emphasizes that the people in the organization are the most important resource and also a big investment. This study aims to determine the performance barriers, how employee performance and the factors that affect the performance of employees at the Bureau of Mental Spiritual Development, Secretariat of the Special Region of Yogyakarta. The type of research used is descriptive qualitative, namely research that describes or describes all the events obtained in the field and to tell the solution of existing problems based on the data obtained, and aims to provide an explanation of the variables studied, in this case, namely employees at the Bureau of Mental Development. Spiritual Secretariat. DIY. Data collection was carried out using research techniques that are qualitative descriptive, data collection techniques by observation, interviews and focus group discussion (FGD). The data obtained are processed in the form of words or text which are then outlined in descriptive or narrative form. The subjects of this research are Civil Servants at the Bureau of Mental Spiritual Development, while the object of this research is the Strategy for Improving the Performance of Civil Servants at the Bureau of Mental Spiritual Development of the Regional Secretariat. DIY. The result of the research explains that the strategy will be taken in an effort to improve the performance of civil servants at the Regional Secretariat's Bureau of Mental Spiritual Development. DIY, namely by holding training, training, or technical guidance for employees in accordance with the main tasks and functions, improving the organizational atmosphere, conducting comparative studies to other more advanced provincial Mental Spiritual Development Bureaus, periodic monitoring and evaluation of leaders on employee performance, giving rewards and punishments to employees related to performance, increasing effective communication patterns and harmonious working relationships, resulting in a positive impact on the Bureau of Mental Spiritual Development of the Yogyakarta Special Region Regional Secretariat.
