Abstract

This study aims to 1) evaluate the performance of e-procurement in the Magelang City Government, 2) identify the factors that reduce e-procurement performance and 3) formulate efforts to improve e-procurement performance in the Magelang City Government. The research was conducted at the Department of Procurement of Goods / Services, Regional Secretariat of Magelang City in August 2020. This type of research is qualitative descriptive. Data collection techniques by interview, observation and documentation. The data analysis technique used is the interactive model analysis according to Miles and Huberman. The results showed that the performance of e-procurement in the Magelang City Government was shown as follows: in terms of efficiency, that the implementation of e-procurement has been running efficiently in terms of cost, time and budget savings. In terms of effectiveness, the implementation of e-procurement has been effective where the tender implementation has been shorter, and has won a competitive winner. In terms of openness, the working group publicly announces the tender through the application and the requirements prepared by the working group do not limit the participation of participants, as long as it meets the requirements set by the working group. In terms of fair / non-discriminatory principles, the implementation of e-procurement has implemented justice for all tender participants. All potential providers have the same opportunity to participate in tenders and the registration requirements do not refer to specific participants. Judging from the transparent principle, the implementation of e-procurement is very transparent where the election working group has announced information about the tender package, everything is done online. In terms of competitive indicators, the implementation of e-procurement is very helpful in the implementation of tenders where between providers compete fairly and provide competitive prices, the tender process has been carried out online so as to minimize intervention to working groups. In terms of accountability, the implementation of e-procurement has been carried out in accordance with applicable regulations so that the results can be accounted for. The obstacles in the implementation of e-procurement are: 1) Inadequate facilities and infrastructure, 2) The status of working group membership is still ad hoc, 3) Not all goods / service procurement actors have input packages into the system, 4) The internet network is not smooth and server space is limited, 5) the application has not been upgraded. Efforts made in improving the performance of e-procurement are: 1) Adding facilities and infrastructure, 2) Procurement of functional officials for the procurement of goods / services, 3) Carrying out training in information systems for procurement of goods / services, 4) Procurement of generators and servers, 5) Coordinating with the Goods / Services Procurement Policy Agency for the development, refinement and upgrade of applications.
