Abstract

The village is the beginning of the formation of a political and government society. Long before these modern countries were formed, village-like social entities or indigenous peoples and so on had become social institutions that had very important positions. The implementation of national development carried out by the Central Government, Regional Government and Village Government requires an integrated development planning system. The management of village finance is also the authority of the village which must be described in the Village Regulation (Perdes) regarding the Village Budget (APBDes. This study aims to determine the suitability of implementation in the management of Village Transfer Funds in Gunungtawang Village, Selomerto district, Wonosobo Regency with Regent Regulation Number 1 of 2018 concerning Guidelines for Implementing Village Transfer Funds for 2018. The type of research used in this study was qualitative descriptive research methods. The research location was chosen in Gunungtawang Village, Selomerto District with the consideration that the implementation of the village transfer fund management was not in accordance with the provisions in Regent Regulation Number 1 of 2018. The informants chosen are informants who are directly involved and understand and can provide related information, namely; Village Head, Village Government Apparatus as Village Implementing Team, Village Community Empowerment Institution (LPMD) as the Activities Implementation Team and local community. Data analysis uses an interactive analysis model, consisting of 3 activity lines, namely: data reduction, data display and conclusions drawing / verification. The results of the study indicate that: 1) Unclear communication still often occurs because at the level of the bureaucracy above the village is still lacking in understanding the rules that apply so that there are interpretations or interpretations of their own. 2) Villages experience delays in channeling Village Funds, due to delays in preparing village fund management reports. 3) The implementing response is quite diverse, not all Village Fund management officials respond well to the Village Fund policy, as there are still many villages that are slow to complete the Village Fund requirements. 4) The system of accountability for the implementation of Village Fund Managers in Gunungtawang Village has not fully applied the principle of accountability, especially in terms of the system of administering village financial accountability.
