Abstract

Performance Study of DPRD of Pacitan Regency in the implementation of legislative function for the period of 2014-2019. The main function of the DPRD as a legislative body is a partner of the Regional Government in discussing and approving regional policies. The regional policy is set out in the preparation and discussion of district regulations. In carrying out its legislative function, the DPRD of Pacitan Regency is not maximal yet, it is seen from only four Regional Regulations of DPRD initiative. The purpose of this research is to know the performance of DPRD District Pacitan Period 2014-2019 in the implementation of legislation function. Data used in this research are primary and secondary data obtained by interview, observation and documentation study. Interviews were conducted with DPRD members as well as parties related to the implementation of legislative function of DPRD of Pacitan Regency. To find out the human resources performance (SDM) performance of DPRD of Pacitan Regency, in this research using Lenvine theory (1990), this theory is to measure organizational performance with three indicators that are Responsiveness, Responsibility and Accountability. The method of analysis used in this research is descriptive qualitative. The results of this study indicate that the performance of DPRD District Pacitan 2014-2019 period in implementing the legislative function of indicators Responsiveness has been done optimally. Some of the community aspirations submitted to the Pacitan Regency DPRD have been followed up by the DPRD by stipulating several Regional Regulations. The function of the Regional People's Legislative Assembly of Pacitan Regency as a partner of the regional government should be able to bridge the differences of interests between fellow groups or between the group and the Local Government has been fulfilled. Dimensions of Responsiveness of DPRD of Pacitan Regency is less than optimal. The activity of the drafting process, discussion and stipulation of Raperda into Perda conducted by the parliament of Pacitan Regency has not been in accordance with the principles of proper government administration, so that in carrying out its legislative function, Pacitan Regency DPRD is not in line with the duty, authority and program of DPRD. Accountability of the legislative function of the DPRD has not gone well. This can be seen when the DPRD runs the legislation function, the public interest has never been its main orientation.
