Abstract

Implementation of Fingerprint Absence Policy (Finger Print) in the State Civil Apparatus (ASN) in the Office of PUP and ESDM DIY Province, in general, is in accordance with Government Policy in Government Regulation (PP) No. 53 of 2010 concerning Discipline of Civil Servants (PNS), however in its implementation, whether this electronic absence can increase the Discipline of Civil Servants (ASN) in the Office of PUP and ESDM DIY Province is more optimal than the manual absence system. The purpose of this research is to analyze the Implementation of Fingerprint Absence Policy in the State Civil Service (ASN) in the PUP and ESDM Service of the Province of DIY and to describe the impact of the Fingerprint electronic absence policy for the Civil Service Officials (ASN) In DIY Province PUP and ESDM Service with indicators: Government Regulation (PP) No 53 of 2010 concerning Discipline of Civil Servants (PNS). This research uses descriptive qualitative method that aims to describe certain circumstances objectively supported by data obtained by observation, interviews and involvement with research objects to analyze data that begins with the process of data collection, data simplification, data presentation, and drawing conclusions. The researchers used the theory of policy implementation of Donald Van Metter and Carl van Horn's Model (Leo Agustino, 2016). The conclusion of this study is that by looking at the implementation objectives that have led to increased discipline, which is already fulfilling the time of arrival and return, HR is ready and understands the change from a manual to electronic absence system after the socialization carried out by the Regional Personnel Agency (BKD), the implementers policy (ASN Employees) already has a disciplined character as seen from the absence of ASN Employees not experiencing legal defects or serious violations related to discipline, implementing the policy (ASN Employees) have carried out electronic absences according to Government Policy, communication between the Regional Personnel Agency (BKD) DIY with The Office of PUP and ESDM of the Province of DIY related to the implementation of well-established policies shows that there were no serious obstacles during the implementation of electronic absence, the work environment showed a disciplined and conducive atmosphere. The impact of the implementation of the fingerprint electronic absence policy on the Discipline of Civil Servants (ASN) within the Department of PUP and ESDM in the Province of DIY had a positive influence, namely the increased level of discipline and responsibility of ASN Employees.
