Abstract
The purpose of this research for 1) Identify the limiting factor in the implementation of Performance Management System in Yogyakarta police neighborhood. 2) Formulate an effort to optimize the implementation of Performance Management System in Yogyakarta police neighborhood. This study uses qualitative descriptive approach, This study is a descriptive, Methods of data collection using the Field Research (Field Research), interviews, questionnaires, Library Research (Research Library). Triangulation method with the statistical approach and SWOT analysis.The results showed that Factors that lead to non-optimal implementation of the Performance Management System (SMK) Online: lack of understanding of the members of the SMK Online including the importance of conducting performance appraisals, Operator / resource persons who understand and are able to use SMK Online is very limited so it is not possible for the operator / resource can always accompany users SMK Online, impressed indifference member on performance appraisal itself, and delegated to administrative staff to make judgments through vocational Online, Providing guidance to the user a member in order to implement and use SMK Online effectively and efficiently: Leader publishes a warrant implementation of charging SMK Online,control measures routinely done through the pajabat appraiser to make an evaluation report as well as doing special training to members who have not fill in SMK Online to recognize an inhibiting factor, appoint members understand the information technology as the operator / resource persons tasked to collect information applications.Planning a vocational technical guidance Online schedule each semester. Conduct periodic training with material that is more complete and better understand the resource persons, provide a sustainable referral letter to convey the technical completion of vocational Online and obstacles that occur with open space communication and technical consulting through forum discussion group or meet directly with the speakers.
