Abstract
The impact of the reform has brought changes to all aspects of people's social life. On the other hand, crime always follows changes that occur, as people's mindsets and lifestyles change. The community's demands on the Police institution must be answered by making improvements to the entire carrying capacity of the organization. Magelang Police departement as part of the National Police institution continues to strive to answer the expectations of the community by making Bhabinkamtibmas as the front guard. The purpose of this study is to provide an overview of the ideal competencies possessed by Bhabinkamtibmas personnel and to formulate optimization steps through operational guidance and development of Bhabinkamtibmas personnel to the implementation of tour of duty and tour of area so as to create a conducive security and security situation in the jurisdiction of the Magelang Police departement. Methods of data collection using interviews, observation and documentation studies. While the data analysis used is qualitative data analysis which includes processing and interpreting the data starting from the time the researcher entered the field. The results of the research on optimizing Bhabinkamtibmas on the tour of duty and tour of the area at the Magelang Police departement are: (a) the competence of Bhabinkamtibmas personnel seen in the aspects of knowledge, skills and behavior (attitude) are still limited to be able to optimally carry out the main tasks of Bhabinkamtibmas . (b) optimization efforts can be carried out with operational guidance mechanisms. In the personnel development mechanism through: recruitment patterns, application of competency standards, training patterns, placement methods, regeneration and regeneration as well as achievement and award standards.
